GMs have already been contacted to verify if this is an exploit. Logon traps are not exploits in themselves, but using them to such a degree that they crash or lock up your enemy's computers or lag/crash the node is. If someone does this, they'll be warned by GMs to stop it and if they pull a logon trap like that again, they'll be headed for bans for disobeying a GM.
Put simply, if someone pulls a logon trap to make their enemy lag significantly, lock up or disconnect, it's an exploit. If they pull it just to surprise their enemy by dropping in on top of them, it's fine as long as it doesn't cause significant detriment to their enemy. The kicker is that it needs to be established beyond (reasonable) doubt that there was significant detriment to one side caused by this tactic.
I know most people don't bother asking the GMs what they can do as players to assist the GM investigations, but I have. If someone pulls this on us, I've been given a list of information we will be required to give to the GMs so that they can adequately investigate it. I'll make sure our fleet commanders are informed to prepare to collect this information in the event that AAA pull a trap on us during an operation.
Logging in a fleet at a gate to catch someone is fine but if the node lags because of the size of the fleet, it's not okay. How do you make sure you don't cross that line? Run small logoff traps or don't run them at all. 200 pilots logging on at once is 200 warnings from a GM, for sure.

That is as stupid as me saying this;
"I'm sorry but I am going to have to report/petition your capital fleet to the GM's because they completely lagged me out by all logging on at the same time to destroy a POS at the most opertune time for them. Needless to say I was not able to defend my pos. Next time you do it you'll be banned."
